Työssäkäynnin ja taloudellisen syrjäytymisen dynamiikka

Abstract

Työtätekeviä köyhiä oli noin viisi prosenttia työikäisestä väestöstä vuonna 2000. Keskimääräistä suurempi köyhyysriski on naisilla, nuorilla ja vähän kouluttautuneilla. Lisäksi köyhyyttä on etenkin monilapsisissa perheissä ja yksinhuoltajien talouksissa.Työpaikan laatu vaikuttaa köyhyyteen. Matalapalkkatyötä, osa-aikatyötä ja lyhyitä työsuhteita tekevillä on riski olla työtätekevä köyhä. Tällaisia epätyypillisiä työsuhteita tekevät etenkin naiset. Nuoret ja korkeasti koulutetut pääsevät pois köyhyydestä todennäköisemmin kuin vähän koulutetut ja ikääntyneet.Köyhyydestä pois pääseminen on sitä vaikeampaa, mitä kauemmin köyhyys on kestänyt.Työhallinnon toimenpiteet ovat parantaneet työtätekevien köyhien asemaa. Työvoimakoulutus lisäsi tehtyjen työkuukausien määrää ja alensi köyhyyttä. Myös työttömyysturvan työssäoloehdon pidennys lisäsi työtä ja vähensi köyhyyttä niiden osalta, jotka täyttivät vanhan työssäoloehdon mutta eivät uutta. Sen sijaan tukityöllistäminen ei juurikaan poistanut köyhyyttä. Työtätekevien mahdollisuus parantaa elintasoa työntekoa lisäämällä riippuu työvoiman tarpeesta.
