Abstract

Suomen itsenäisyyden rahasto (Sitra) käynnisti vuosina 2002–2003 projektin ”Sosiaaliset innovaatiot, yhteiskunnan uudistumiskyky ja taloudellinen menestys: kohti oppivaa yhteiskuntaa” (YUK). Sen tarkoituksena oli kiinnittää huomio tekijöihin, jotka tavalla tai toisella olivat yhteydessä siihen, että Suomi toipui 1990-luvun taitteen lamasta yllättävänkin nopeasti. Ainoiksi suuriksi ongelmiksi jäivät korkealla tasolla pysyttelevä työttömyys ja suhteellisen suuri pitkäaikaistyöttömyyden osuus. Aiheesta on tosin kirjoitettu ja kiistelty paljon, mutta päähuomio on ollut taloudellisten tekijöiden erittelyssä. YUK-projektin tarkoitus oli kiinnittää huomio ei-taloudellisiin tekijöihin, joita oli selvitelty muita vähemmän.
