Abstract

Julkisen sektorin sopeutuminen erilaiseen toimintaympäristöön EMU-oloissa on ratkaisevaa koko alueen kansantalouksien kehityksen kannalta. Sen keskeinen merkitys korostuu jo sen vuoksi, että julkisen sektorin rahoitusasemaa koskevat lähentymiskriteerit ja vakaussopimus ovat kriittisiä EMUn toteutumisen kannalta. Julkisten alojen osuus tuotannosta ja työllisyydestä on useimmissa EU-maissa suurempi kuin yksityisen palvelusektorin tai teollisuuden, jolloin muutokset julkisen sektorin laajuudessa vaikuttavat merkittävästi myös koko kansantalouden kasvuun ja työllisyyteen.
