Kotihoidon tuen vaikutus lapsiin

Abstract

Tässä artikkelissa tutkitaan kotihoidon tuen vaikutusta lasten hoitomuotoihin ja lapsiin. Kotihoidon tukea maksetaan vaihtoehtona muille lasten tuetuille hoitomuodoille lasten ollessa 1–2-vuotiaita. Tutkimuksessa käytetään laajoja rekisteriaineistoja, jotka mahdollistavat lasten kehityksen seuraamisen varhaislapsuudesta aikuisikään. Merkittävin aineisto lasten kehityksen mittaamiselle on alle kouluikäisten lasten neuvolatarkastuksissa tehtävät testit. Lasten kotihoidon tuen ja sen kunnallisten lisien variaation avulla pystytään identifioimaan kotihoidon tuen kausaalinen vaikutus erotuksena pelkän hoitomuodon ja myöhemmän kehityksen korrelaatiosta. Tulokset osoittavat, että suurempi kotihoidon tuki pidentää äitien kotihoitojaksoja ja vähentää työllisyyttä. Lapsiin pidemmät kotihoitojaksot vaikuttavat niin, että ne lisäävät todennäköisyyttä saada huonompi tulos neuvolan Lenetestissä, eli kotihoidon vaihtoehtona varhaiskasvatus näyttäytyy tällä mittarilla parempana vaihtoehtona 1–2-vuotiaille lapsille. Tutkimuksessa ei löydetä selkeitä vaikutuksia lasten kouluarvosanoihin tai koulutusvalintoihin pidemmällä aikavälillä.
