Lisääkö korkeampi minimieläke eläköitymistä?

Abstract

Raportti tarkastelee takuueläkkeen vaikutusta vanhuuseläkkeelle jäämiseen. Empiirinen tarkastelu perustuu kattavaan suomalaiseen rekisteriaineistoon. Kausaalivaikutuksia tutkitaan ns. erot eroissa -menetelmällä. Siinä verrataan takuueläkkeeseen oikeutettujen ja verrokkiryhmän eläkkeelle jäämisen muutosta vuoden 2011 takuueläkeuudistuksen yhteydessä. Tuloksemme osoittavat, että takuueläkkeen voimaantulo lisää vanhuuseläkkeen kynnyksellä olevien henkilöiden eläköitymistä noin kolmella prosenttiyksiköllä eli seitsemällä prosentilla. Henkilöillä, jotka eivät ole töissä, vaikutus on suurempi, sillä eläköityminen kasvaa seitsemällä prosenttiyksiköllä eli 16 prosentilla. Työssä oleville emme havaitse vastaavaa vaikutusta. Takuueläkeuudistuksella oli tulosten valossa merkittävä vaikutus vanhuuseläkkeelle jäämiseen.
