Maahanmuutto ja sen taloudelliset vaikutukset

Abstract

Raportissa tarkastellaan sekä teorian että empiiristen tutkimusten valossa muuttoliikkeen taloudellisia vaikutuksia ennen kaikkea työmarkkinoiden näkökulmasta. Tutkimusten perusteella on vaikea väittää, että maahanmuuttajilla olisi ainakaan merkittävää vaikutusta alkuperäisväestön työmarkkina-asemaan. Vaikutukset esimerkiksi alkuperäisväestön palkkatasoon tai työttömyyteen ovat tutkimusten mukaan pieniä. Ulkomaalaisväestön kasvusta huolimatta on ulkomaalaisten määrä Suomessa edelleen pieni. Myös arviot esimerkiksi uusista EU-maista tulevasta muuttoliikkeistä ovat niin pieniä, ettei sieltä suuntautuvan muuttoliikkeen avulla yksin pystytä vastaamaan ikääntyvän väestön ongelmaan. Lisäksi erot työmarkkina-asemassa ulkomaalaisten välillä ovat huomattavia. Mikäli maahanmuuttoa halutaan kehittää nimenomaan työvoimapoliittisesta näkökulmasta, tulisi huomiota kiinnittää niin muuttoliikkeen määrään kuin myös siihen, miten maahanmuuttajatyövoiman taidot vastaavat Suomen työmarkkinoiden tarpeita.
