Suomalainen tulopolitiikka, poliittinen vaihdanta ja sosiaalinen pääoma

Abstract

Suomalainen tulopolitiikka on lähes 40 vuoden aikana tuottanut yleensä maltillisia palkankorotuksia, joiden vastapainoksi palkansaajat ovat päässeet hyötymään laajasta hyvinvointivaltiosta, työajan lyhenemisestä ja tasaisesta tulonjaosta. Järjestelmä on perustunut sen osapuolten väliseen luottamukseen. Tulopolitiikan loppu ei siten merkitse ainoastaan luopumista keskitetyistä palkkasopimuksista, vaan se voi johtaa myös osapuolten välisen luottamuksen murenemiseen ja sen seurauksena koko talous- ja yhteiskuntapolitiikan puitteiden muuttumiseen laajemmin kuin tähän asti on uskottu.
