    Abstract

    Tämä kirja kysyy, miten talouden tuleva kehitys saadaan käännettyä ympäristön ja luonnon kannalta kestävämmälle uralle? Kutsumme tätä parempaa suuntaa vihreäksi kasvuksi. Tämän johdantoluvun tarkoituksena on kuvata vihreän kasvun konteksti ja esitellä kirjan varsinaiset sisältöluvut 2–9. Otamme paljolti annettuna ympäristötieteilijöiden työn – siis esimerkiksi IPCC:n skenaariot ilmakehässä olevien kasvihuonekaasujen määrän kehityksestä. Me pureudumme siihen poliittiseen, sosiaaliseen ja taloudelliseen elin- ja toimintaympäristöön, joka on viimeisen noin kolmen sadan vuoden aikana aiheuttanut käsillä olevat luonto- ja ympäristöhaasteet, ja siihen, mitä näiden haasteiden ratkaisemiseksi voidaan tehdä talouden ja yhteiskuntapolitiikan tonteilla. Meidän luvussa 10 tarkemmin esiteltävä politiikkareseptimme vihreän kasvun tavoitteluun on varsin yhdenmukainen aiemman kirjallisuuden kanssa: (1.) haittojen hinnoittelu markkinamekanismin kautta, (2.) vihreän tutkimus-, kehitys- ja innovaatiotoiminnan julkinen tukeminen, (3.) vihreät standardit, ruskeiden ratkaisujen kiellot sekä panos- tai loppumarkkinoiden julkiset tuet (kohtia 1. ja 2. tukien ja tarvittaessa niiden tieltä väistyen), (4.) kansalliset ja ylikansalliset kompensaatiomekanismit.
