Abstract

Polish Abstract: Niniejsza publikacja powstała w ramach projektu badawczo-wdrożeniowego pt. „INNOWACJE 50+. Program testowania i wdrażania nowych metod utrzymania aktywności zawodowej pracowników po 50. roku życia", realizowanego na zlecenie Wojewódzkiego Urzędu Pracy w Białymstoku w ramach działania 8.3. Projekty innowacyjne, współfinansowanego ze środków Europejskiego Funduszu Społecznego. W obecnej chwili zwraca się coraz większą uwagę na problemy społeczno-gospodarcze poszczególnych krajów europejskich, wynikające z niekorzystnych zmian demograficznych. Postępujące „starzenie się" społeczeństw powoduje określone zakłócenia nie tylko na rynku pracy, lecz również w innych sferach, np. w systemie zabezpieczenia społecznego. Jak wskazują dane europejskie, populacja osób w wieku powyżej 60 lat rośnie obecnie dwa razy szybciej niż przed rokiem 2007, tj. o ok. 2 mln osób rocznie, a nie jak wcześniej o 1 mln rocznie (Komisja Europejska 2010, s. 9). Wzrostowi udziału w społeczeństwie osób w wieku 50 lat i więcej towarzyszy jednoczesne kurczenie się grupy osób w wieku przedprodukcyjnym. Wskazane trendy wzmacnia proces zmniejszania się liczby osób czynnych zawodowo i jednoczesny wzrost liczby emerytów, sprawiające, że wskazana sytuacja problemowa powinna spotkać się z dużym zainteresowaniem ze strony różnych podmiotów. Na podstawie licznych analiz należy stwierdzić, że rozwiązanie tej sytuacji wymaga ścisłej koordynacji działań na trzech płaszczyznach (Wiśniewski 2009, s. 13-14): - państwa - ze szczególnym uwzględnieniem systemów emerytalnych i socjalnych; - przedsiębiorstwa - przede wszystkim jego polityki personalnej, która nie powinna ograniczać możliwości zatrudniania starszych pracowników, natomiast powinna wspierać ich na różne sposoby; - osób starszych - poprzez oddziaływanie na ich motywację do pracy oraz kształtowanie postaw wobec konieczności podnoszenia kwalifikacji i kontynuacji zatrudnienia. Wśród proponowanych rozwiązań trzeba zwrócić uwagę na potrzebę zwiększania aktywności zawodowej osób w niemobilnym wieku produkcyjnym, które przy użyciu różnych instrumentów należy zatrzymać na rynku pracy. Na ten problem wskazują chociażby zapisy Strategii Lizbońskiej, gdzie w ramach kreowania aktywnej polityki zatrudnienia zakładano, że docelowy poziom zatrudnienia w grupie osób w wieku 55-64 lata wyniesie w 2010 roku 50% (UKIE 2002, s. 13). W tym celu m.in. państwa członkowskie powinny dostosować zasady polityki zatrudnienia do potrzeb osób starszych poprzez zwiększanie średniego wieku przechodzenia na emeryturę w UE do 63 lat (UKIE 2002, s. 20-21). Kontynuacją wskazanych kierunków działań są zapisy w strategii Europa 2020, gdzie do słabych punktów Europy zalicza się nadal niski wskaźnik zatrudnienia English Abstract: This publication was created as part of a research and implementation project entitled "INNOVATIONS 50+. Program for testing and implementing new methods of maintaining professional activity of employees over 50 ", implemented at the request of the Voivodeship Labor Office in Białystok as part of Measure 8.3 Innovative projects co-financed by the European Social Fund. Nowadays more and more attention is paid to problems socio-economic of individual European countries resulting from unfavorable demographic changes Progressing "aging" of societies causes specific disturbances not only on the labor market, but also in other spheres, for example in the social security system. As European data show, the population of people over 60 years old is currently growing twice as fast as before 2007, i.e. by about 2 million people a year, and not as before by 1 million a year (European Commission 2010, p. 9). The increase in the share of people aged 50 and more in society is accompanied by a simultaneous contraction of a group of people in the pre-working age. The indicated trends strengthen the process of decreasing the number of professionally active people and the simultaneous increase in the number of retirees, making the indicated problem situation should meet with great interest from various entities. On the basis of numerous analyzes, it should be stated that the solution to this situation requires close coordination of activities on three levels (Wiśniewski 2009, pp. 13-14): - states - with particular emphasis on pension and social systems; - enterprises - above all its personnel policy, which should not limit the possibility of employing older employees, but should support them in various ways; - older people - by influencing their motivation to work and shaping attitudes towards the need to raise qualifications and continue employment. Among the proposed solutions, it is necessary to pay attention to the need to increase the professional activity of people in the non-mobile working age, which should be stopped in the labor market using various instruments. This problem is illustrated by the provisions of the Lisbon Strategy, where as part of creating an active employment policy, it was assumed that the target level of employment in the group of people aged 55-64 would amount to 50% in 2010 (UKIE 2002, p. 13). For this purpose, among others Member States should adapt the employment policy to the needs of older people by increasing the average age of retirement in the EU to 63 years (UKIE 2002, pp. 20-21). The continuation of the indicated directions of activities are the provisions in the Europe 2020 strategy, where the weak points of Europe are still the low employment rate
