Abstract

This policy document analyzes the effectiveness and efficiency in allocation and use of funds from the Fifth component of the Instrument for Pre-Accession of the European Union for rural development - IPARD in Macedonia. The findings and recommendations are based on previous observations of the Monitoring Committee of IPARD and other relevant state institutions (IPARD Management Body, IPARD Agency) as well as the huge amount of information from relevant stakeholders (actual and potential customers, advisors, financial institutions) involved in implementation of IPARD Programme. The main purpose of this research is to consider problems that arise during the implementation of IPARD in Macedonia, noting thereby the efforts made by all stakeholders in their removal and providing suggestions to enhance the effectiveness and efficiency in the distribution of IPARD funds. This research does not intent to criticize anyone, but simply to show guidance and give suggestions that will help in intensifying the use of IPARD funds.
