Abstract

(English) This study provides an institutional and technical evaluation of the Sectoral Regulation System (SIRESE) in Bolivia since its inception in the mid-1990s. The paper analyzes the fundamental structural innovations introduced by the regulatory framework, including vertical unbundling, anti-monopoly provisions, public hearings, administrative appeals, and user consumer complaint offices (ODECO). Using an industrial organization approach, the author contrasts the original development strategy—based on private utility provision, allocative efficiency, and competition simulation—against empirical performance data up to 2005. Furthermore, the analysis details the critical role of information asymmetry, political capture, regulatory risk, and the structural limitations of regulated markets in reaching impoverished rural areas. Finally, it outlines the transition toward a mixed framework incorporating targeted infrastructure subsidies and universal access policies to address poverty.
