Abstract

Kesatuan sekerja sebagai institusi perwakilan pekerja menghadapi tekanan transformasi yang berlapis-lapis dalam era pasca industri yang dicirikan oleh digitalisasi, pengekonomian gig, dan globalisasi kapital. Dalam konteks Malaysia, penurunan kepadatan keanggotaan kesatuan yang konsisten sejak dekad 1990-an, digabungkan dengan kerangka undang-undang yang restriktif dan cabaran struktur tenaga kerja yang semakin kompleks, menuntut suatu sintesis konseptual yang komprehensif. Artikel ini menyediakan ulasan naratif yang mensintesis literatur empirikal dan konseptual terkini (2015–2025) bagi menilai peranan, kapasiti, dan hala tuju strategik kesatuan sekerja dalam masyarakat pasca industri, dengan tumpuan khusus kepada konteks Sabah, Malaysia. Melalui pendekatan analisis tematik refleksif (Braun & Clarke, 2006) terhadap 42 kajian yang dikenal pasti memenuhi kriteria inklusi, empat tema utama muncul: (1) keruntuhan model kesatuan tradisional dalam ekonomi platform; (2) realiti empirikal kemerosotan keanggotaan dan faktor struktural di Malaysia; (3) jurang kapasiti institusi dan penglibatan pemegang taruh; serta (4) inisiatif dasar dan kerangka perundangan yang membentuk semula landskap hubungan pekerjaan. Sintesis ini mendedahkan paradoks kritikal: walaupun justifikasi normatif dan ekonomi untuk kewujudan kesatuan sekerja semakin kukuh dalam era ketidakselamatan pekerjaan, keberkesanan operasi kesatuan justeru semakin terhakis. Artikel ini mencadangkan kerangka konseptual revitalisasi yang mengintegrasikan strategi digital, kemitraan strategik, dan advokasi dasar berasaskan bukti sebagai respons terhadap paradoks tersebut.
