Renewable Energy Procurement under the Public Procurement Act and Rule – Enterprise Survey Findings on Transparency, Accountability, and Efficiency

Abstract

This study provides the first comprehensive assessment of Bangladesh’s renewable energy procurement following the repeal of the Quick Enhancement of Electricity and Energy Supply (Special Provision) Act, 2010. Drawing on legal analysis, international best practices, procurement data, and a large enterprise survey, the report examines how the reinstated Public Procurement Act (2006) and Public Procurement Rule (2008) are shaping transparency, accountability, and efficiency in the country’s transition toward competitive renewable energy auctions.
