La contribution de la politique monétaire de la croissance : un modèle de convergence conditionnelle

Abstract

Depuis plusieurs décennies les Pays du Sud et de l’Est Méditerranéen (PSEM) se sont engagés dans des processus de transformation qui se sont concrétisés par la mise en oeuvre de nombreux plans d’actions (plans d’ajustement structurels, …). Dans cette perspective le partenariat Euro-méditerranéen, entre 12 pays du Sud et l’Union Européenne (UE), a révélé l’importance des accords Nord-Sud. Les effets attendus de ces accords sont aujourd’hui assez bien cernés, notamment une réduction des écarts de niveau de vie et une stabilisation monétaire. Dans cette perspective, ce travail montre que la convergence réelle est un processus long dans sa réalisation, tandis que la convergence nominale semble sur une voie positive. Pour traiter de ces dynamiques, on retiendra initialement un panel de 16 paysi, représentatifs d’une zone Méditerranéenne élargie.
