Docencia y mérito profesional en la educación básica peruana: reflexiones para abordar un problema complejo

Abstract

El presente documento hace un recuento del proceso de introducción del mérito profesional en la docencia y algunos problemas asociados a este proceso. Asimismo, conjuga información de los concursos introducidos como parte de las normas vigentes sobre la carrera, así como la originada en un estudio reciente orientado a estimar habilidades básicas en la población adulta y, con ello, formula una estimación gruesa de los problemas de formación básica de la fuerza docente. Finalmente, sugiere dos áreas problemáticas que deberían considerarse para enfrentar estos problemas en un contexto que es particularmente difícil dado el predicamento logrado por los discursos asociados a la protección de intereses particulares.
