Conflictos mineros y acuerdos comunitarios. Identificación de mecanismos de retroalimentación

Abstract

En este estudio se hace una primera aproximación cuantitativa para identificar los factores observables que influyen en la ocurrencia de un conflicto. Para ello se estiman modelos de variables dependientes discretas para identificar estos factores. Las hipótesis de ocurrencia de conflictos por asimetría de información y disputa por acceso a los beneficios alrededor de las industrias extractivas son verificadas empíricamente. En una segunda parte de analizan de manera cualitativa el rol de los acuerdos entre las comunidades y las empresas mineras en los conflictos. Se verifica la presencia de acuerdos no cumplidos como mecanismo de retroalimentación de los conflictos. A partir de los resultados se hacen recomendaciones de política pública.
