Abstract

Abstrak Tujuan penelitian untuk mengetahui kinerja layanan pertanahan kepada masyarakat di Kota Ambon. Pelayanan public menggunakan indikator responsivitas, responsibilitas, dan kepuasan pelanggan. Penelitian dilakukan dengan pendekatan Kualitatif. Informan Kunci adalah kepala Kantor Pertanahan Kota Ambon, anggota masyarakat dan notaris yang pernah mendapatkan pelayanan sertifikat tanah pada kantor Kantor Pertanahan Kota Ambon. Data dianalisis secara kualitatif dengan mengikuti tiga jalur yakni data kondensasi, sajian data dan Penarikan simpulan. Hasil penelitian membuktikan bahwa secara umum kinerja pelayanan yang diberikan Kantor Pertanahan Kota Ambon masih menunjukkan hasil yang kurang optimal, meskipun berbagai kebijakan telah diambil, seperti pembentukan loket dan cabang di UPT Kantor Walikota Ambon. Namun demikian belum diadakannya program khusus untuk mendekatkan kantor Pertanahan dengan masyarakat dan untuk mengenali keluhan-keluhan dan aspirasi masyarakat membuat responsivitas kantor pertanahan masih rendah. Belum diperolehnya kemudahan bagi klien dalam hal pengajuan permohonan, pengukuran dan pemetaan lokasi, pembuatan gambar situasi, serta kemudahan dalam penerbitan sertifikat tanah membuat responsibiltas kantor pertanahan masih rendah. Kata Kunci : Kinerja, Pelayanan Publik.
