Economic Diplomacy for Pakistan

This paper evaluates the structure and efficacy of Pakistan’s economic diplomacy, contending that although the concept has long been acknowledged at the policy level, its practical realization remains constrained by institutional fragmentation and persistent shortcomings in the domestic economy itself . In contrast to more integrated models (e.g. Canada & Australia), Pakistan’s approach is diffused across multiple ministries with overlapping mandates and limited coordination. The analysis underscores how bureaucratic competition, insufficient specialization in commercial diplomacy, and enduring structural impediments (ranging from regulatory complexity to political instability) diminish external economic engagement. It concludes that a more effective approach necessitates closer alignment between foreign policy and domestic economic reform, supported by institutional coherence and professional capacity.
