Abstract

¿Por qué persiste la zona del franco CFA pese al creciente cuestionamiento y a reformas parciales que no han alterado su arquitectura esencial? Este documento de trabajo sostiene que la continuidad del sistema no se explica ni por su desempeño técnico por sí solo ni por una voluntad unilateral de Francia de conservarlo. Es el resultado de la convergencia silenciosa de múltiples racionalidades individuales —francesas, africanas, institucionales y privadas—, ninguna de las cuales está dispuesta a asumir por sí sola el coste de la decisión que aclararía el futuro del sistema. Cada actor capaz de transformar la zona del franco CFA tiene razones estructurales para no hacerlo. Esta convergencia no coordinada produce una no decisión estructural que tiende a afianzarse. La reforma de la UEMOA de 2021, la presión de la Alianza de Estados del Sahel y la aprobación de la CEMAC Act por el Congreso de Estados Unidos en 2025 han reconfigurado el sistema de restricciones sin resolver la cuestión fundamental y, con ello, han abierto una brecha en la frontera que tradicionalmente separaba a defensores y detractores de este vestigio de la era colonial.
