From OST (Out-of-School-Time) to Workforce: Building an AI-Ready STEM Pipeline

Abstract

This white paper examines how out-of-school-time (OST) STEM programs can be restructured as intentional components of the national workforce development pipeline rather than treated as supplemental enrichment. As artificial intelligence (AI) reshapes the skills required for future employment, the paper argues that OST infrastructure represents a largely untapped opportunity to build AI literacy, career-aligned skills, and industry partnerships earlier in students' educational trajectories. Drawing on federal priorities from the U.S. Department of Education, the Department of Labor, and the National Science Foundation, along with legislative context including the Workforce Innovation and Opportunity Act and the CHIPS and Science Act, the analysis applies four theoretical lenses, the Policy Process Model, Human Capital Theory, Policy Network Theory, and the Multiple Streams Framework, to explain why OST STEM programs remain excluded from formal workforce development policy despite their potential. The paper concludes that the current national focus on AI competitiveness may represent an open policy window, and that formally recognizing OST as workforce infrastructure, paired with targeted investment and cross-sector partnership, is necessary to close the emerging AI-ready workforce gap.
