Abstract
In the pursuit of sustainable development, Global South countries face the challenge of advancing wellbeing without breaching environmental limits. A central question for development policy is what institutional and policy configurations can deliver high levels of human need satisfaction at low ecological cost. We address this through structured comparative case studies of Cuba, Costa Rica and Ecuador: three middle-income countries achieving health and educational outcomes comparable to higher-income nations with considerably lower environmental impacts, while also differing widely on the political-economic spectrum. Situating them within a social provisioning framework, we analyse the exogenous endowments, external conditions, structural-institutional configurations and concrete policies that account for their performance. Five cross-cutting patterns emerge across otherwise divergent political contexts: 1. sustained public investment in health and education, protected from fiscal volatility even during economic crises has been the foundational mechanism of needs satisfaction among all three; 2. periods of institutional stability have been preconditions for transformative legislation; 3. land tenure reform and food system restructuring have functioned simultaneously as instruments of ecological governance and social equity; 4. organised civil society has proved facilitative for sustaining provisioning gains across political transitions, although in Cuba such organisation has occurred within the politicised framework of the state; and 5. low energy and material throughput has been induced at least partly by resource constraint rather than by design. For the Global South, these cases offer a spectrum of configurations that can enable the satisfaction of human needs at moderate levels of affluence.
