Diagnóstico de los Presupuestos Participativos en la Gestión Pública en Chile Estudio de caso: Villa Alemana

Abstract

This study provides a diagnostic of participatory budgeting in the municipality of Villa Alemana (Chile). Using documentary review of mayoral decrees (2015–2021), legal frameworks and specialized literature, and constructing an allocation matrix, the analysis examines continuity, typology and fund distribution. Findings indicate the mechanism has remained active and been refined (territorial tables and expanded project typologies), with the communal fund favoring territorial organizations (75%) over functional ones (25%). However, most funded projects respond to organizational infrastructure needs rather than community-wide or local economic development initiatives. The paper discusses implications for citizen participation and state modernization and offers recommendations to improve equity and community-oriented outcomes.
