Abstract

Trong lịch sử Đảng Cộng sản Việt Nam, các vấn đề về chính sách, đặc biệt chính sách đất đai đóng vai trò đặc biệt quan trọng. Từ thực tiễn và lý thuyết, các nhà lãnh đạo, quản lý đã liên tục sáng tạo, thử nghiệm các chính sách khác nhau, đem lại kết quả khác biệt trong kinh tế - xã hội. Quy luật phát triển chung và bài học kinh nghiệm các nước trong vùng cũng làm sáng tỏ dần định hướng chính sách đất đai trong thời kỳ công nghiệp hóa. Chìa khóa của vấn đề đất đai là đi từng bước trong quá trình phát triển để xử lý hài hòa mối quan hệ lợi ích của hộ nông dân với lợi thế quy mô sản xuất lớn của hợp tác xã, doanh nghiệp mà vẫn đảm bảo công bằng xã hội chung.
