Abstract

Perencanaan merupakan usaha dalam menyusun rencana kegiatan. Perencanaan partisipatif sebagai strategi pembangunan dan proses penentuan keputusan public, sangat bergantung pada kesadaran masyarakat untuk mau melibatkan diri dalam proses pembangunan. Keberhasilan dalam pembangunan ditentukan faktor sosial dan politik, meliputi: tingkat kepercayaan masyarakat (public trust), legitimasi (legitimacy), tanggung gugat (accountability), kualitas layanan (public service quality), dan mencegah pembangkangan publik (public disobedience). Partisipasi dan transparansi akan menjadi perangkat untuk mengembalikan kepercayaan masyarakat pada pemerintah. Legitimasi sendiri dipahami sebagai pengakuan dan dukungan dari rakyat. Akuntabilitas menjadi indikator kemampuan pemerintahan memperoleh kepercayaan dari masyarakat. Perencanaan pembangunan partisipatif memegang peran penting dan merupakan aplikasi fungsi otonomi daerah dalam pembangunan.
