Validitas Survei Kepuasan Masyarakat Online Terhadap Pelayanan Pertanahan Tahun 2018

Abstract

Tujuan utama penelitian ini adalah untuk mengetahui validitas hasil Survei Kepuasan Masyarakat Online terhadap Pelayanan Pertanahan yang dilaksanakan Pusat Penelitian dan Pengembangan Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional pada tahun 2018. Metode yang digunakan adalah analisis kronologi terhadap stempel waktu (timestamp) sebagai bagian dari metadata yang terbuat secara otomatis saat responden mengirimkan isian survei. Penelitian menemukan bahwa terjadi banyak akumulasi pengisian survei dalam satu hari secara berurutan dengan selisih waktu yang pendek (rata-rata 2 menit) di setiap kantor pertanahan. Patut diduga bahwa sebagian besar survei diisi oleh satu atau beberapa orang yang ditugaskan secara khusus. Waktu yang berurutan, jumlah responden yang banyak dalam satu hari, identitas yang mirip, penilaian yang hampir seragam dan saran yang sama atau kosong dalam jumlah ribuan, membuat hasil survei kepuasan secara online diragukan validitasnya. Survei kepuasan masyarakat secara online masih memerlukan mekanisme khusus untuk mengontrol kualitasnya. Selain survei langsung ke lapangan, analisis terhadap metadata bisa menjadi alternatif kontrol kualitas tersebut dan rintisan ke penggunaan analisis big data yang lebih kompleks.
