Abstract

Theo số liệu điều tra, thống kê của Bộ xây dựng về thực trạng nhà ở của cán bộ, công chức cho thấy hiện nay trên phạm vi cả nước có khoảng gần 1 triệu cán bộ công chức, viên chức chưa có chỗ ở ổn định, phải ở ghép hộ, ở tạm, hoặc sống trong điều kiện nhà ở đã xuống cấp nghiêm trọng nhưng chưa được sửa chữa kịp thời. Các hộ gia đình trẻ có trình độ chuyên môn, nghiệp vụ - lực lượng lao động chủ lực của đất nước, nhưng hầu hết còn hạn chế về thời gian công tác, khả năng thu nhập hạn hẹp, chưa có đủ điều kiện tích lũy để mua nhà và hàng vạn hộ gia đình tại các khu vực đô thị đang trong tình trạng gặp khó khăn về nhà ở.
