Políticas habitacionais aumentam a polarização local?

Abstract

Este estudo avalia se políticas habitacionais contribuem para o aumento da polarização política local. A partir de uma revisão sistemática de 15 estudos, qualitativos em sua maioria, constatamos que políticas habitacionais, sobretudo quando desconsideram a participação social no processo de desenho e implementação do programa, estão associadas à intensificação de conflitos políticos locais (Antoniucci e Marella, 2017; Tarsi, 2018; Koch et al., 2020; Watt, 2021; Starikova e Yushina, 2018). Uma parte considerável dos estudos revisados lança luz sobre as desigualdades e processos de segregação socioespacial exacerbados por políticas habitacionais. Assim, embora nem todos os estudos tratem diretamente da polarização política como outcome, observa-se a intensificação de antagonismos sociopolíticos entre moradores afetados pelas políticas e as instituições responsáveis por elas (Pendall, 1999; Piat, 2000; Waibel e Dörnte, 2007; Scally, 2012; Holleran; Lee; Irwin; Miller, 2020; Silva, 2021).
