Abstract

Manajemen Sumber Daya Manusia adalah proses pengendalian berdasarkan fungsi manajemen terhadap daya yang bersumber dari manusia. Manajemen Sumber Daya Manusia ( MSDM ) adalah kebijakan dan praktek menentukan aspek”manusia” atau sumber daya manusia dalam posisi manajemen, termasuk merekrut, menyaring, melatih, memberi penghargaan dan penilaian. Tujuan manajemen sumber daya manusia secara umum adalah untuk memastikan bahwa organisasi mampu mencapai keberhasilan melalui orang. Peran serta sumber daya manusia dalam pembangunan bukan saja hanya aktif melainkan kesadaran yang dimilikinya tanpa dikendalikan sudah aktif, artinya bukan karena dipaksa, dan itulah yang sebenarnya hakikat peran serta sumber daya manusia dalam pembangunan yang diharapkan. Perencanaan sumber daya manusia tidak bisa dipercayakan hanya kepada tenaga-tenaga profesional yang menangani masalah-masalah kepegawaian saja, melainkan harus melibatkan para manajer yang memimpin satuan-satuan kerja yang menyelenggarakan fungsi utama
