Abstract

Trong bối cảnh chuyển đổi từ chính sách miễn học phí hoàn toàn sang thu học phí, các chương trình tín dụng sinh viên rất cần thiết để đảm bảo mọi sinh viên có khả năng theo học đại học. Trong đó, hình thức tín dụng dựa trên thu nhập (Income Contingent Loan – ICL) đã được áp dụng từ lâu ở các nền giáo dục phát triển, tuy nhiên vẫn còn khá mới ở Việt Nam.
