Abstract

Konsep pembangunan masyarakat menyiratkan keterkaitan antara pengertian pembangunan dan pengertian masyarakat. Pembangunan masyarakat berarti upaya membangun masyarakat atau sekumpulan orang.dengan titik berat pada pembangunan masyarakat itu sendiri,atau pada aspek manusianya.secara lebih tegas pengertian ini terungkap dalam definisi menurut UNESCO (dalam poostchi, 1986:1: yang menyatakan bahwa tujuan dan sarana pembangunan bukan membangun benda melainkan membangun manusia.
