Abstract

Pemerintah sebagai penyelenggara negara dalam menjalankan tugas dan fungsinya dalam kewenangannya memastikan tercapainya tujuan negara dalam hal ini terwujudnya kesejahteraan masyarakat sebagaimana konsep negara kesejahteraan (welfare state) sudah sewajarnya melandasi setiap tindakannya berdasarkan aturan dan hukum (negara hukum). Oleh karena itu diperlukan seperangkat aturan sebagai pedoman baik itu yang sifatnya tertulis maupun tidak tertulis sebagai bagian dari norma dan kebiasaan yang baik. Salah satu bentuk aturan tersebut adalah azas-azas umum pemerintahan yang baik (AAUPB). Azas-azas umum pemerintahan yang baik (AAUPB) berdasarkan Undang–Undang Republik Indonesia Nomor 30 Tahun 2014 Tentang Administrasi Pemerintahan dianggap sebagai prinsip yang digunakan sebagai acuan penggunaan wewenang bagi pejabat pemerintahan dalam mengeluarkan keputusan dan/atau tindakan dalam penyelenggaraan pemerintahan
