Bosna-Hersek Varoluşsal Ayrilikçi Tehdi̇t İle Karşi Karşiya

Abstract

AVİM, Bosna-Hersek’te ülkenin egemenliğini ve toprak bütünlüğünü tehdit eden gelişmelere devamlı olarak dikkat çekmektedir. Bu bağlamda, “Bosna-Hersek’te Barışı Uygulama Konseyi İle Yüksek Temsilcilik Ofisi Neden Devam Etmelidir?” başlıklı analizimizde, Bosna-Hersek Cumhurbaşkanlığı’nda Sırp üye olan Milorad Dodik’in ayrılıkçı tehditleri karşısında, Bonn Yetkileri dahil olmak üzere, Barışı Uygulama Konseyi’nin (BUK) yetkilerinin, Bosna-Hersek’in egemenliğinin ve toprak bütünlüğünün korunması için devam ettirilmesi gerektiği görüşünü ileri sürdük. Bir sonraki “Bosna-Hersek’in Bölünmesi Konulu Slovenya Belgesi BUK-YTO-Bonn Yetkilerinin Devam Ettirilmesinin Gerekliliğini Teyit Etmektedir” başlıklı incelememizde, Balkanlar’daki sınırların yeniden çizilmesini öneren bir gayri-resmi belgenin (non-paper) nasıl Bosna-Hersek’i bölme taktiği güttüğünü anlattık. Gayri-resmi belgenin, AB üyesi Slovenya (şimdiki AB dönem başkanı) tarafından hazırlandığı ve AB Konseyi Başkanı Charles Michel’e gönderilmiş olduğu belirtilmektedir. Gayri-resmi belgede mevcut pervasız önerilerin Balkanlarda kan dökülmesine yol açabileceğini ve bunun tüm Avrupa’ya yayılabileceğini ifade ettik.
