Abstract

Pendahuluan Studi kebijakan publik saat ini selalu mendapatkan perhatihan dan banyak dibicarakan karena posisinya yang sangat kompleks dan krusial dalam pembangunan suatu Negara (state develomentalism). Perhatian penting itu terlihat dengan adanya penguatan terhadap pelaksanaan otonomi daerah yang mengharuskan setiap daerah mempunyai kewenangan mutlak untuk membuat dan menetapkan kebijakannya secara mandiri. Kebijakan publik itu menjadi krusial karena banyaknya faktor yang turut mendeterminasi dan mengambil bagian dalam proses pembuatan kebijakan tersebut. Formulasi kebijakan merupakan satu tahapan yang paling penting dalam pembuatan kebijakan publik karena banyaknya berbagai faktor, dinamika dan tentunya sarat akan kepentingan (interests) berbagai aktor dengan preferensi yang dimilikinya masing-masing. Berbagai metode, langkah dan strategi khusus harus dilakukan untuk mengakomodasi berbagai kepentikan para aktor agar kebijakan yang akan rumuskan benar-benar memiliki manfaat dan berkonsekuensi langsung bagi masyarakat.
