Abstract

An sinh xã hội là một hệ thống tổng hợp gồm nhiều chế độ mà ở đó, mỗi chế độ, chính sách đều có vai trò, chức năng và phạm vi hoạt động riêng, kết hợp với nhau tạo ra một mạng lưới an sinh xã hội nhằm hướng tới mục tiêu bảo vệ mọi thành viên trước những rủi ro và đảm bảo cuộc sống của họ trước những biến động bất thường xảy ra hay trong những hoàn cảnh và điều kiện đặc biệt. Bảo hiểm xã hội (BHXH) vẫn luôn được đánh giá là trụ cột chính của hệ thống an sinh xã hội của mỗi quốc gia trên thế giới, là nền tảng vững chắc cho sự phát triển kinh tế và ổn định xã hội. Phát triển BHXH là tiền đề và điều kiện trước hết để thực hiện tốt các chính sách an sinh xã hội, góp phần phát triển kinh tế, đồng thời thực hiện công bằng, tiến bộ và phát triển xã hội bền vững.
