Khảo sát việc tuân thủ các qui định về định giá chuyển nhượng của các doanh nghiệp có vốn đầu tư nước ngoài tại Việt Nam

Abstract

Việt Nam gia nhập WTO năm 2006 đã mở ra nhiều cơ hội mới cho việc hội nhập vào kinh tế quốc tế, đồng thời cũng đem đến một số những thách thức nhất định trong quản lý kinh tế; định giá chuyển nhượng giữa các bên liên kết trong các doanh nghiệp có vốn đầu tư nước ngoài tại Việt Nam là một trong số thách thức đó. Qua khảo sát 50 doanh nghiệp có vốn đầu tư nước ngoài tại Việt Nam, và phỏng vấn một số chuyên gia định giá chuyển nhượng về thực trạng thực thi Thông tư 117/2005/TT-BTC (“Thông tư”), và áp dụng phương pháp thống kê mô tả, có thể thấy rằng các doanh nghiệp nhìn chung đã thực hiện việc kê khai các giao dịch liên kết với cơ quan thuế theo quy định. Tuy nhiên, đa số doanh nghiệp còn chưa chủ động trong việc chuẩn bị trước hồ sơ chứng minh giá thị trường của giao dịch liên kết, một số khác vẫn trong trạng thái “chờ và rút kinh nghiệm”
