Tư Vấn, Hỗ Trợ Doanh Nghiệp Khởi Nghiệp Đổi Mới Sáng Tạo Hội Nhập Toàn Cầu

Abstract

Bài báo phân tích thời cơ và thách thức đối với nhiệm vụ hội nhập quốc tế của khoa học và công nghệ (KH&CN) Việt Nam trong bối cảnh cuộc Cách mạng công nghiệp 4.0 (CMCN 4.0) đang diễn ra trên thế giới. Cộng đồng khởi nghiệp đổi mới sáng tạo (ĐMST) Việt Nam, tuy còn ở giai đoạn ban đầu, nhưng với năng lực tiềm ẩn có thể đảm nhiệm vị trí động lực cho quá trình hội nhập quốc tế (HNQT) của KH&CN Việt Nam. Dựa trên kết quả khảo sát của nhóm tác giả, những đánh giá của các doanh nghiệp khởi nghiệp ĐMST đã được phân tích là những yêu cầu nhằm hoàn thiện chất lượng hoạt động tư vấn, hỗ trợ HNQT. Để hỗ trợ cộng đồng khởi nghiệp ĐMST hội nhập toàn cầu một cách hiệu quả, các tổ chức tư vấn, hỗ trợ HNQT cần đổi mới một cách sâu sắc, từ tư duy, năng lực mềm đến hình thức tổ chức và phương thức thúc đẩy. Bên cạnh những định hướng nhiệm vụ tư vấn, hỗ trợ hội nhập chung cho KH&CN, đối với hoạt động khởi nghiệp ĐMST, tập thể tác giả đề xuất một định hướng tư vấn mang tính “đột phá chiến lược”, đó là kinh doanh tri thức trong cộng đồng nghiên cứu, đặc biệt là trong các lĩnh vực khoa học và kỹ thuật.
