Dampak Pengendalian Harga dan Peningkatan Pendapatan Terhadap Pengeluaran Konsumsi Pangan Pokok Rumahtangga di Provinsi Riau

Abstract

Penelitian ini bertujuan untuk mengetahui respon pengeluaran konsumsi pangan pokok terhadap faktor-faktor dominan yang mempengaruhinya, dan dampak peningka-tan harga dan pendapatan terhadap pengeluaran konsumsi pangan pokok -rumahtangga di Provinsi Riau' Untuk menjawab tujuan penelitian ini dibangun model Alrnost lcleal Demand System (AIDS) yang dianalisis dengan metode Seemingty Unreleated. Regression (SUR). Komoditas pangan pokok yang dimasukkan dalam model mencakrip tujuh komoditaslkelompok komoditas, meliputi: beras dan sagu, susu, daging sapi dan garam, gula pasir, minyak goreng, serta sa)rur-saluran dan buah-buahan. Hasil analisis menunjukkan bahwa pengeluaran konsumsi tujuh komoditas (kelompok komoditas) tersebut tidak responsif terhadap perubahan harganya sendiri maupun terhadap perubahan harga komoditas lainnya. Sementara itu, pengeluaran konlirmsi daging- sapi dan ayam, sayur-sayuran dan buah-buahan, responiif lerhadap perubahan pendapatan. Dari hasil simulasi kebijakan menunjukkan peningkatanYang signifikan dengan proporsi yang sama dengan peningkatan harga setiap komodirai yang di analisis menunjukkan bahwa dampak positif peningkatan pendapatan mengeleminir dampak negatif peningkatan harga
