Abstract

Makna pembangunan seringkali erat dengan keadaan ekonomi dan dianggap sebagai cara untuk memperbaiki keadaan ke arah yang lebih baik, misalnya perbaikan kualitas hidup, perubahan ekonomi status, dan lain-lain. Akan tetapi pembangunan seharusnya dilihat lebih dari sekadar keadaan ekonomi dalam suatu negara. Meminjam pemikiran Amartya Sen (Sen, 2000, p. 3) dalam melihat pembangunan, Ia melihat bahwa pembangunan sejatinya adalah sebuah proses mengusahakan kebebasan secara terus-menerus untuk membuat masyarakat berada dalam keadaan nyaman, yang intinya memanusiakan masyarakat secara menyeluruh. Sayangnya, dalam upaya mengusahakan kebebasan dan memanusiakan masyarakat secara menyeluruh seringkali ada pihak-pihak yang termarginalisasi.
