Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis hambatan yang ditemui dalam proses implementasinya. Serta mendeskripsikan evaluasi kinerja terhadap pemerintah daerah. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data yaitu melalui wawancara, obeservasi dan wawancara untuk mendapatkan data yang lebih jelas sesuai dengan yang dibutuhkan dalam penelitian. Sehingga dapat disimpulkan bahwa proses penyusunan LPPD tidak sesuai dengan target yang ditetapkan, sehingga hasil yang dicapai tidak maksimal. Hal ini dipengaruhi oleh beberapa faktor yaitu : kurang tersedianya komitmen dan motivasi pegawai, kurangnya komunikasi serta penilaian atas hasil kerja.
