Abstract

Koperasi merupakan salah satu usaha sekaligus gerakan ekonomi rakyat. Pada awalnya, koperasi merupakan kumpulan orang-orang yang memiliki ekonomi tingkat bawah, dimana melalui koperasi mereka sama-sama berkeinginan atau punya tujuan untuk meningkatkan kesejahteraannya. Namun seiring dengan berjalannya waktu koperasi tidak hanya merupakan kumpulan orang-orang yang berekonomi lemah akan tetapi juga milik mereka yang tingkat ekonominya sudah tinggi. Hal ini karena atas dasar koperasi sesuai dengan sifat dasar bangsa Indonesia yang bersifat gotong royong dan kekeluargaan, yang merupakan pencerminan dari nilai-nilai luhur Pancasila dan Undang-Undang Dasar 1945. Pancasila merupakan hokum tertinggi dalam penyelenggaraan negara, baik di bidang ekonomi, politik, sosial dan bidang lainnya. Hal ini berarti bahwa segala kebijakan yang dibuat oleh pemerintah dalam penyelenggaraan negara tidak boleh bertentangan dengan Pancasila dan Undang-Undang Dasar 1945
