Abstract

Masyarakat di berbagai negara telah menganggap bahwa open government merupakan alat yang ampuh untuk mereformasi administrasi dan transformasi pemerintahan dalam satu dekade terakhir. Open government merupakan tren reformasi manajemen publik yang bertujuan membentuk struktur pemerintahan yang transparan dan kolaboratif. Meskipun open government bukanlah hal baru, berbagai konteks sosial dan kemajuan teknologi informasi dan komunikasi telah berkontribusi pada cara open government dikonseptualisasikan. Open government telah menjadi agenda menarik yang dipromosikan oleh banyak pemerintah sejak tahun 2000-an. Open government dapat dikatakan sama pentingnya dengan New Public Management pada 1980-an. Open government telah diperkenalkan secara luas tidak hanya di negara-negara demokrasi Barat, tetapi juga di negara-negara berkembang seperti di Asia dan Arfika. Open government dinilai lebih mudah diakses, lebih responsif, dan lebih bertanggung jawab kepada warga negara, dan bahwa meningkatkan hubungan antara masyarakat dan pemerintah memiliki manfaat jangka panjang dan eksponensial bagi semua.
