Analisis Efisiensi Pengeluaran Pemerintah Daerah Provinsi Jawa Barat dengan Pendekatan Data Envelopment Analysis (DEA)

Abstract

Pembangunan manusia dapat diukur dengan indeks IPM. IPM sendiri dibentuk oleh tiga dimensi dasar, yaitu umur panjang dan hidup sehat (a long and healthy life), pengetahuan (knowledge), dan standar hidup layak (decent standard of living). Hal tersebut membuktikan bahwa kesehatan dan pendidikan menjadi faktor penting dalam membangun kualitas hidup manusia. Tujuan penelitian ini untuk menganalisis efisiensi pengeluaran pemerintah daerah provinsi Jawa Barat. Penelitian ini menggunakan metode kuantitatif pendekatan DEA (Data Envelopment Analysis). Data dalam penelitian ini dikumpulkan menggunakan teknik studi pustaka. Berdasarkan hasil analisis, tingkat efisiensi pengeluaran pemerintah daerah pada 27 kabupaten/kota di Jawa Barat pada periode 2016 - 2018 pada sektor kesehatan pencapaian skor efisiensi rata-rata di seluruh kabupaten/kota, terdapat 2 (dua) kabupaten/kota yang efisien yaitu Kota Bekasi dan Kota Depok. Sementara penghitungan efisiensi belanja pemerintah sektor pendidikan menunjukkan bahwa pada setiap tahun kabupaten/kota yang mendapatkan skor 1 (efisien) cenderung tetap hanya Kota Cimahi di sepanjang tahun 2016-2018, dan ada juga kabupaten/kota yang memiliki nilai efisiensi yang kurang yaitu Kabupaten Cirebon dengan skor rata-rata efisiensi 0,5972.
