Abstract

Pada masa sahabat tindakan tindakan yang dilakukan yaitu diantaranya : Abu Bakar adalah perhatian terhadap keakuratan perhitungan zakat, pengembangan pembangunan baitul mal dan penanggungjawab baitul mal. Khalifah Umar adalah reorganisasi baitul mal, pengembangan ushr, Undang-undang perubahan pemilikan tanah (land reform), pengelompokan pendapatan negara. Masa Khalifah Ustman adalah pembangunan perairan, pembentukan organisasi kepolisian untuk menjaga keamanan perdagangan, pembangunan gedung pengadilan, guna penegakan hukum, kebijakan pembagian lahan luas. Masa Khlifah Ali adalah pendistribusian seluruh pendapatan yang ada pada baitul mal berbeda dengan Umar yang menyisihkan untuk cadangan, Pengeluaran angkatan laut dihilangkan, Adanya kebijakan pengetatan anggaran.
