Abstract

This paper applies the principles of single- and double-loop organisational learning to examine how UK universities (HEIs) use data and evidence to inform research policy decision-making. While evidence-informed policy marking has been widely adopted and studied across public organisations such as hospitals and schools, limited attention has been paid to how universities use data and evidence within their own internal decision-making. The current financial pressures and the implications for research activity, provide a critical context in which to explore institutional learning and adaptation. This paper examines to what extent universities possess the capacity for reflective self-examination and evidence-informed adaptation, both of which are preconditions for organisational learning.
