Abstract

It should be understood that the child as a generation of the nation is a valuable asset. Current conditions are rampant cases of children have traumatic patterns that can affect the formation of the child's own character. Therefore, the government should focus on addressing the social issues of children if they want Indonesia to have the next generation of the respected nation. Tulungagung District of East Java Province became the first district in Indonesia to have public policy innovation by inaugurating Integrated Child Integrative Social Service Integrated Unit (ULT PSAI) in advocating social problems of children in Tulungagung District. The objectives of this research are: 1) to know the role of Local Government in developing integrative service model to handle cases of social problems of children that occurred in Tulungagung District; (2) to know the modeling of child advocacy system conducted by ULT PSAI, (3) to identify the effectiveness of ULT activities PSAI Kabupaten Tulungagung in advocating children's social issues. The method used in this research is Participatory Action Research (PAR) through (FGD) with ULT PSAI, victim and Organization of related Regional Devices to obtain data. Data obtained then processed and analyzed descriptively qualitative. This article represents: 1) it can be seen that the role of local government in advocating the social problems of children through ULT PSAI is by involving all Organization of Regional Devices in Tulungagung Regency in accordance with the competence and social problems faced by children, 2) primary services), secondary services (outreach to risk groups), tertiary services (response to child victims), 3) The effectiveness of PSAI ULT can be identified from the number and type of cases of social problems the child handled. Seeing the effectiveness of this service model can be used as a pilot model for other regions in Indonesia.
