Pemetaan Potensi Tenaga Kerja Di Kota Pekanbaru Tahun 2011-2015

Abstract

Fokus penelitian ini untuk menyusun perkiraan dan kebutuhan tenaga kerja di Kota Pekanbaru tahun 2011-2015 mengingat pertumbuhan penduduk di Kota Pekanbaru selama kurun waktu lima tahun meningkat sebesar 2,22%. Jumlah penduduk yang bekerja persektor lapangan usaha sebesar 3,64% dan pertumbuhan ekonomi sebesar 6,44% dengan tingkat pengangguran 7,46% hal ini menunjukkan bahwa belum adanya perencanaan yang tepat untuk mengatasi masalah ketenaga kerjaan di Kota Pekanbaru. Metode yang digunakan adalah Manpower Utilization Approach dengan menggunakan Partisipasi Angkatan Kerja (TPAK). Perkiraan kebutuhan penduduk yang bekerja mengunakan“Manpower Requirement Approach” menggunakan pertumbuhan ekonomi dan kesempatan kerja dengan menggunakan pendekatan elastisitas dan regresi linier. Hasil dari penelitian ini kebutuhan tenaga kerja menurut umur dan jenis kelamin didominasi oleh kelompok umur produktif laki-laki sebesar 76,16 persen jumlah ini lebih kecil dari kelompok produktif perempuan 72,33 persen. Daya serap tenag kerja lebih banyak pada sektor pedagangan besar dengan proporsi mencapai 0,14 persen. Jika dilihat terjadi kelebihan persediaan tenaga kerja walaupun angka ini turun dari 305.825 orang dan turun menjadi 280.905 orang sehingga tingkat pengangguran turun dari 13,70 persen menjadi 7,46 persen dengan TPAK meningkat dari 60,97 persen menjadi 63,14 persen. Jadi dapat disimpulkan belum seimbangnya antar persediaan tenaga kerja dengan persediaan tenaga kerja, namun usaha ini sudah membuahkan hasil dengan turunnya tingkat pengangguran
