Abstract

En este documento se analiza la problematica del acceso en el servicio de telefonia fija de una economia como la peruana. En el documento se enfatiza las caracteristicas del esquema de precios tope, la consideracion de criterios de bienestar, las posibles extensiones en el esquema regulatorio que sean consistentes con mayores niveles de acceso y las diferencias entre la solucion descentralizada y la solucion del planificador.
