Impacto de Esquemas de Fijacion de Cargos de Terminacion Movil sobre el Bienestar en una Industria Asimetrica: Un Modelo Economico

Abstract

El presente documento tiene como objetivo plantear un modelo que simule los impactos en el excedente del consumidor y en el bienestar social de implementar distintos esquemas de fijacion de cargos de terminacion movil, a fin de observar bajo que esquema de cargos se obtienen mejores resultados, dadas las caracteristicas del mercado peruano. Los resultados son estimados para distintos niveles de elasticidad precio de la demanda y parametros de externalidad de llamada. Asi tambien, se muestran los impactos sobre variables relevantes como precios (on-net/off-net), pagos fijos, participaciones de mercado, beneficios de empresas, entre otros. El modelo considera las siguientes particularidades aplicables al mercado peruano: (i) mas de dos empresas, (ii) asimetrias en participacion de mercado, y (iii) externalidades de llamada. Ademas, se introduce el papel de expectativas de los consumidores. El modelo es desarrollado para las modalidades postpago y prepago.
