Abstract

L’évaluation de l’impact des projets et propositions de lois et de règlements est du domaine de l’évaluation des politiques et l'évaluation prévisionnelle de l'impact des lois et règlements (EPILR). Il s’agit, en d’autres termes, de l’évaluation ex ante de la manière dont les lois et les règlements affecteront l’économie, la société, le budget, les lois déjà adoptées, les accords internationaux, l’environnement, etc. Grâce à l’analyse d’impact, les gouvernements peuvent affiner la qualité de leurs interventions en vérifiant que les impacts, voulus ou subis, des projets et propositions de lois et de réglementation sont connus d’avance, et sont pris en compte pour la prise de décisions. La présente publication est dérivée du séminaire qui a été tenu à Riga les 2 et 3 octobre 1996 avec la participation de responsables des Pays baltes (Estonie, Lettonie et Lituanie). Elle comprend un bref compte-rendu des points forts des débats du séminaire et les trois documents de travail qui avaient été préparés pour le séminaire par des experts du Canada, des États-Unis, et de la France.
