Profils par pays des systèmes de formation pour le service public

Abstract

La présente publication est le résultat d’un projet de recherche lancé par SIGMA à l’automne de 1995. Les rapports par pays ont été achevés au printemps de 1996 et depuis, certains pays ont revu leur stratégie de formation. C’est ainsi que la Lituanie a adopté en matière de qualification des agents de l’Etat une réglementation qui couvre également la formation. Si ce projet a été lancé, c’est parce que l’on a pris conscience de la nécessité d’une information plus complète sur les systèmes de formation et sur l’organisation de la formation dans les pays d’Europe centrale et orientale. Cette information est essentielle pour l’action menée par les pays en transition, travaillant en collaboration avec l’ensemble des donateurs, pour élaborer une stratégie de formation régie par la demande, des structures efficientes de formation des fonctionnaires, ainsi que des actions de formation économes et viables.
